WHY CANT THE GOV MAKE MONEY ON TOBACCO?

The government has been slowly banning tobacco, from planes, restaurants, bars, even outdoor areas. It would be highly hypocritical to then sell it. Also, I don't believe they are permitted to sell anything, really.
